City Corps Staff
The City Corps Staff is the only Joint (All Services – Army, Marine, Navy and Air Force) JROTC Cadet Chain of Command in the country. It is comprised of 20 Chicago JROTC Cadets who have undergone a comprehensive three phase competitive selection process.
Phase One is a 100 question written examination for Cadet Officer and Cadet Sergeant Major positions and a 50 question written examination for Cadet Master Sergeant positions.
The Cadets from each of the services JROTC programs who have the highest score on the 50 question written examination are awarded the Master Sergeant positions.
In Phase Two 50 cadets that score the highest on the 100 question examination are selected to appear before a Board of Officers, Phase Two. There they are judged on military bearing, wear of their services uniform, their academic record, their participation in extra-curricular activities and general knowledge as they respond orally to questions given by the board members. The Officers board prepares an Order of Merit List and the top 16 Cadets advance to the last phase.
Phase Three of the competition, serving in leadership positions at the JROTC Cadet Leadership Challenge Summer Camp (JCLC). At JCLC the cadets serve in Command and Staff positions and execute the daily operations of the camp. They rotate daily through the following positions:
- Camp Commander
- Camp Deputy Commander
- Camp Executive Officer
- S1 Personnel
- Assistant S1
- S2 Safety / Medical
- Assistant S2
- S3 Operations
- Assistant S3
- S4 Logistics
- Assistant S4
- S5 Public Affairs
- Assistant S5
- Camp Command Sergeant Major
- Camp Sergeant Major
Each day of the seven day camp they receive a written evaluation and are provided feedback on the performance. At the end of camp an Order of Merit list is created rank ordering each of the cadets.
At the beginning of the School Year in September, the Cadets are Promoted and Commissioned into their new positions at the City Corps Staff Commissioning Ceremony.
Throughout the next school year the City Corps Staff plans, executes and participates in a variety of events, competitions and projects.
Last year the City Corps Staff planned and executed the first City-wide JROTC Service Learning Project involving over 20 of the JROTC programs in the city. The project raised over $8,600.00 for the Chicago Chapter of the March of Dimes.

The City Corps Staff represents the best and the brightest of more than 11,000 Cadets in the Military Area Office's Academies and JROTC Programs. They are a great credit to our Department, our Public Schools and the City of Chicago.
